Legendary Traits are rare and much harder to obtain, as a result, they confer stronger bonuses to the user than general traits do.
Legendary traits can first be obtained from completing a class specific quests from a class trainer at level 45. Other legendary traits are obtained by completing the Mines of Moria epic book quests, bartering with the Iron Garrison Guards, and completing a level 58 class quest. There are 7 legendary traits for each class and 3 can be slotted at a time.
